JOB SPECIFICATION: Natural Resource Project Officer

JOB LOCATION: Office base in Banteay Meanchey and will travelling to Siem Reap and Oddar Meanchey province. One-year contract will be signed (year 2019) and will continue to the next plan.

JOB DESCRIPTION
Employee in this job direct the work with community fishery and forest of ‘Live Improvement through Feed the Ecosystem (LIFE) under Green Ownership (GO) which funded by Forum Syd (SIDA grant). The employee works within general methods and procedures and exercises, judgement to select proper innovation – course of natural resource management action. The work requires knowledge – experience of the fishery and forestry policies, procedures and regulations of natural resource projects, and supervisory techniques, knowledge of climate change and community development.

EDUCATION
Bachelor’s degree in forestry, forest management, wildlife management, wildlife biology, animal ecology, fisheries biology, fisheries management, geography, natural resources management, or a related field. English is required for this position.

EXPERIENCE
Three years of professional experience equivalent to the forestry, fisheries Biologist, Environmental Quality Analyst, Resources Analyst, or Wildlife Biologist, including understanding the fishery and forestry reform in Cambodia. Experience working with communities and poor households and in particular working on small grant of communities – their expending documents as well.

KNOWLEDGE, SKILL AND ABILITIES
  • Knowledge of facilitate training, workshops, forum and network with stakeholders and communities
  • Knowledge of the fishery and forestry law, principles, practices of natural resource ecosystem management including conservation, protection, and sustainable use.
  • Knowledge of inventory methods and the methods of surveying, mapping, estimating forest lands and evaluating natural resources values.
  • Skill of GIS and its uses related to natural resources management.
  • Knowledge of fisheries and forestry biology, fisheries, and forestry management.
  • Skill of the method of collection, analysis, and reporting of geological data.
  • Knowledge of habitat requirements for various wildlife species and communities and the accepted methods for producing and maintaining suitable habitat for those species and communities.
  • Knowledge of the methods of preparing fisheries development and improvement projects.
  • Ability to coach direct monitor and evaluate 10-12 communities within the small grant practicing
  • Ability to do technical studies and to prepare technical reports and articles related to NRM.
  • Ability to direct communication with government agencies and to communicate effectively with others and to maintain favorable public relations.
  • Ability to prepare geological maps, map forest land areas, and inventory environmental conditions to determine their suitability for natural resources projects.
